China Started up the great development in westem regions of China in1999,which is both a chance and a Challenge for northwest China. Becausethe frailness of western ecology, sustainable development is the only choicefor northwest China. But the countermeasures are in very superficial levels,so it is urgent to work over the sustainable countermeasures in order to avoiddestroy environment.The article follows such steps as "to bring forward the question──toanalyze it──solve it". And the author adopts both qualitative methods andquantificational methods. Firstly the author analyzes carrying capacity indifferent levels, secondly the author studies the resource value system andresource cost. The countermeasures based on such research will helpeliminate comtravention between environment protection and resourcesexplotation. The articles can be used for reference in making strategy
