摘 要
本研究以月牙泉旅游为个案，探讨了在现代旅游产业背景下政府、开发商和农民的利益关系，分析了三者在现代旅游产业中的位置。若将现代旅游业比作一出大戏，那么政府是这出戏的策划者，是总编剧，在舞台表演中起着主导作用；商人则是这出戏的主角，是最直接的受益人；而普通村民则成为了配角和小丑，在三者之间出于较为弱势的地位，甚至任人摆弄。在现实生活中，政府与农民、农民与商人、商人与政府之间的关系错综复杂，矛盾时有发生。因此，要妥善处理好三者之间的关系，就应当建立起一套以利益表达、利益保障和利益监督为主导的平衡机制。只有这样，现代旅游业才能真正担负起既造福地方百姓，又能带动地方经济全面协调发展的重任。

Abstract
In this study, Crescent Lake tourism as the cases discussed in the modern context of the tourism industry, the Governmen,the developers and the peasants, of the three in the modern tourism industry in the position. Therefore, in order to properly handle the relationship , they should establish a set of interests, the interests of security and supervision as the dominant interests of the balancing mechanism. Only in this way, modern tourism can really take on both the benefit of local people, but also promote local economic development of the overall coordination responsibility.
