摘 要

乡村治理是由国家和社会相互作用形成的一种机制，也是为了达到这种机制而对乡村社会进行调控的过程，因此不同的历史时期、不同历史阶段都会经历不同的乡村治理的局面，现阶段中国农村实行的是以村民自治为主的乡村治理，从而实现“乡政村治”的良好局面。本文以少数民族地区的乡村治理为研究对象，从村务公开、农业税减免、村级选举、村庄关系等五个方面探索少数民族地区乡村治理的逻辑和发展规律，试图为构建和谐的乡村社会关系、为乡村社会的良性运行提供一些建议。

Abstract

The government of villages is a kind of systems formed by the reciprocity between the nation and the society. It is also a process that people govern villages’ society in order to form the system. Thus in every different historic period people face various situations of villages’ government. Nowadays, China’s countryside implements the policy of autonomy which is mainly governed by villagers. As a result , it forms a good situation of government ,that is, villages’ government by villagers. This article is focus on the villages’ government in minority ethnic regions. Researching on the five subjects including village affairs, Tax relief, Village-level elections, Villages relations, people try to seek the law and truth of logic and development of the government and thus provide some good suggestions for building harmonious society relationship in countryside and the healthy countryside society operation.
